The NHQB was established in January 2022 with the goal of educating a sufficiently certified inspector doing a Pre-Completion inspection in order to provide a new house customer with a finishing checklist (“the service”). This Checklist’s objective is to help the house construction sector demonstrate its commitment to openness, cooperation, and delivery of new homes that meet high standards. On the day they move in, the client may and should expect that their home will be built to a high standard, and that the access to the home and the neighbourhood will be secure. From day one, the consumer should be able to move in, enjoy, and safely occupy the property.
What Is The NHQB?
The New Houses Quality Board (NHQB) is an independent, not-for-profit organisation. It was founded with the goal of creating a new framework to supervise changes to the way new homes are built and the level of customer service offered by developers. The framework, which was implemented in 2022, has resulted in a significant shift in developer behaviour, a consistently high standard for the quality and service of new homes, and stronger recourse for homebuyers in cases where these high standards are not met.
What Rules Must Any Qualified Inspector Follow?
Listed below are a set of rules that every qualified inspector must comply with.
- Be a member of a recognised professional association experienced in surveying residential properties, e.g., RICS, RPSA, etc, which provides guidance on conducting pre-completion inspections to its members.
- Hold relevant and adequate Professional Indemnity Insurance.
- Only work within their competency.
- Use the agreed checklist for inspections.
What Is Included In The Pre-Completion Checklist?
- Contact details of the suitably qualified inspector carrying out the inspection.
- A description of the property being inspected. Including a means for the identification of the location of individual rooms referred to.
- Description of the service.
- Recording of any limitations to the inspection, e.g., weather conditions.
- Photographs and explanatory notes of all matters identified.
- An indication of the nature of any remedial works required.
